Boil the tomatoes, onion, and
tomato puree in a pan, lower the heat and simmer for 20 minutes.

Mix the flour to a pasta with a
little of the milk. Stir the paste into the tomato mixture, add
the remaining milk and water.

Stir the mixture until it boils
and thickens. Season with pepper and salt and keep it hot.

Steam the broccoli and cauliflower
over boiling water until the florets are just tender. Put them
into a dish, pour the tomato sauce over it and serve with extra
pepper sprinkled over the top. Serves 4.
